In 1972 with the first report to the Club of Rome, The Limits to Growth. This is the report that Ann Bressington mentions in her lecture.
Here’s some irony for you. In 1972 I was the WA National Science Faculty student representative and I travelled from Western Australia to South Australia to attend at Flinders University the meeting of the Club of Rome. At that meeting we workshopped the limits to global resources and global population. The meeting was opened by and overseen by South Australian Governor and physicist Professor Sir Mark Oliphant AC, KBE.
How naive I was. I could not see the big picture that these globalist were foisting upon us. Would would have thought that the intentions of that report were nefarious. At the time I thought it was only about preparedness and planning to implement reasonable taxes to limit the destruction of the planets natural resources.

I think the original plan was to implement all this by 2030, but since the plandemic hit they are realizing just how easy it is to control the people and so they are pushing this even faster. I estimate that they have shortened the timeline by at least 5 years.
